A POWERFUL PACIFIC STORM IS EXPECTED TO APPROACH THE REGION LATE SUNDAY
AND SUNDAY NIGHT...WITH VERY STRONG SOUTHERLY WINDS DEVELOPING OVER
MUCH OF THE THE REGION ALONG WITH AN INCREASING CHANCE OF RAIN. CURRENT
PROJECTIONS HAVE THE MAIN RAIN BAND FIRST AFFECTING THE CENTRAL COAST
LATE SUNDAY NIGHT... THEN SPREAD SOUTHEAST INTO VENTURA AND LOS ANGELES
COUNTIES MONDAY MORNING...WITH RAIN TAPERING OFF LATE MONDAY AND
MONDAY EVENING. IT LOOKS LIKE THIS SYSTEM WILL HAVE THE POTENTIAL TO
BRING A 12 HOUR PERIOD OF MODERATE TO HEAVY RAIN TO THE AREA MAINLY
DURING THE DAY ON MONDAY. INITIAL RAINFALL ESTIMATES WITH THIS STORM
CALL FOR 1 TO 3 INCHES ACROSS COAST AND VALLEY AREAS... WITH 2 TO 5
INCHES IN THE FOOTHILLS AND MOUNTAINS. LOCALLY HIGHER AMOUNTS ARE ALSO
POSSIBLE ACROSS THE FAVORED SOUTHERN FACING SLOPES DUE TO STRONG
SOUTHERLY FLOW. GIVEN THE RECENT RAINS AND SATURATED SOILS...A STORM
SYSTEM OF THIS MAGNITUDE WOULD ALSO BRING A RISK OF FLASH FLOODING...
EVEN TO NON BURN AREAS. SNOW LEVELS WILL BE A BIT HIGHER THAN RECENT
WEATHER SYSTEMS... STARTING OUT AROUND 5000 TO 6000 FEET SUNDAY NIGHT
THROUGH MONDAY... BUT SHOULD THEN LOWER TO NEAR 4000 FEET BY MONDAY
EVENING. WITH THE STRONG WINDS AND ADDITIONAL SNOW ACCUMULATIONS
POSSIBLY REACHING TWO TO THREE FEET... DANGEROUS WINTER WEATHER
CONDITIONS ARE EXPECTED AT THE HIGHER MOUNTAIN ELEVATIONS. GIVEN THE
RECENT RAINS AND SATURATED SOILS... A STORM SYSTEM OF THIS MAGNITUDE
WOULD ALSO BRING A RISK OF FLASH FLOODING...EVEN TO NON BURN AREAS.
STRONG AND POTENTIALLY DAMAGING SOUTHEAST TO SOUTH WINDS WILL ALSO
ACCOMPANY THIS STORM FROM LATE SUNDAY NIGHT THROUGH MONDAY. THE MOST
AFFECTED AREAS FROM THE STRONG WINDS SHOULD BE OVER HIGHER TERRAIN...
AND ALSO OVER MUCH OF SAN LUIS OBISPO AND SANTA BARBARA
COUNTIES...WHERE WIND GUSTS OVER 60 MPH WILL BE POSSIBLE. LOWER
ELEVATIONS OF VENTURA AND LOS ANGELES COUNTIES WILL LIKELY EXPERIENCE
ADVISORY LEVEL WINDS WITH THE POTENTIAL FOR GUSTS TO 45 MPH.
