Transformation of the once-blighted stretch of Lincoln Avenue from Woodbury to Figueora has moved forward through a partnership of the County Development Commission, developer Altadena Lincoln Crossing LLC, and the community, as represented by West Altadena Project Area Committee (WAPAC). The first of five phases on the east side of Lincoln has yielded a 24-Hour Fitness, a Super King Market drawing the masses from surrounding communities, and some smaller businesses.
But implementation has been flawed and not quite reflective of the community visioning process that spawned it. Lawsuits, developer default for unfinished work and unpaid taxes, a parking lot from hell, an ineffective WAPAC, and county government's slow grinding wheels have resulted in the current stalemate.
